Resources Building Renovation Complete in Sacramento

AC Martin announces the completion of the Resources Building Renovation for the State of California, Department of General Services. The project transforms a 1964 International Style high-rise building into a vibrant, sustainable workplace for the Labor and Workforce Development Agency—setting a new standard for civic architecture in Sacramento. Designed for Zero Net Energy leveraging utility-scale solar, and pursuing LEED Platinum, the building reflects AC Martin's commitment to honoring California's architectural legacy while advancing a sustainable, equitable future.

As lead designer and architect of record, AC Martin designed the 17-story, 657,000-square-foot renovation to retain the original massing and structure, while providing upgrades to fire life-safety systems, seismic strengthening, new MEP systems, and a high-performance curtain wall that reinterprets the original design. Modern amenities include collaborative workspaces, training rooms, a fitness center, bicycle storage, and a welcoming lobby, all of which support a healthy, connected workplace.

"We wanted to honor the key features of the original Resources Building, designed in the International Style, which embodies a clear architectural logic while renewing the building for the future," said Tammy Jow, Principal-in-Charge and Lead Designer, AC Martin. "In doing so, we sought to respect the work of Alfred Eichler, California's State Architect and the original designer of the Resources Building. The precast façade once subtly referenced the waterfalls of the Sierras, and our redesign reinterprets that idea through a curtain wall of three spandrel glass colors arranged in an organic pattern to emulate the movement and whimsy of water. At the podium, glazed brick brings warmth and texture, transitioning from earth tones to lighter hues—a visual metaphor to the land and sky."

Reflecting the Capital Area Development Authority's (CADA) mission to revitalize O Street, AC Martin introduced six glazed brick colors that animate the pedestrian realm. The interplay of color and material grounds the tower in its context while creating a vibrant, human-scaled streetscape to enliven downtown Sacramento.

The project was delivered using the Progressive Design-Build model, which emphasized early and continuous collaboration between the Department of General Services (Owner) and the Design-Build Entity, namely Turner Construction, AC Martin, HGA, Buehler, Glumac, and the trade partners. This integrated approach accelerated design and construction, improved risk management, and ensured the State received the best value for the project.

AC Martin provided environmental and graphic design services at the public lobby, developing installations to celebrate the Labor and Workforce Development Agency's mission and identity. A meandering 65-foot-long glass wall vividly represents California's top industries and the people who power them. Designed as an inclusive exhibit for all, the display celebrates diversity, equity, and inclusion—showcasing individuals of different abilities, backgrounds, and cultures as a visual expression of the agency's purpose and the State it serves.

Collaborating closely with HGA, who designed the workplace interiors, the team created an inspiring, flexible environment where thousands of employees can connect, collaborate, and take pride in their service to California.
